Response to Hi Shawn.  The whole pump (the "wet end") should always be filled with water.  That assembly is not sold as a complete unit without the motor already attached, and replacing the wet end of the pump may not fix the issue.  We recommend taking it apart and verifying that everything is installed correctly including the motor shaft seal.  Be sure to put a little lubricant on all of the o-rings to help them last a long time and to help them seal as well.
