If you have a cartridge, remove the element from the tank. Then turn the system on. If this returns the system to its usual power , you know you have to clean, or get new filter media. If that does not help, there could also be debris wrapped around the impeller. You can try to reach it by removing the basket and putting your hand in, or you have to separate the motor from the housing to really get at it.
